2007 Access to Recovery (ATR) Grant Announcement
The Access to Recovery (ATR) Program is part of a Presidential initiative to provide client choice
among substance abuse clinical treatment and recovery support service providers, to expand access
to a comprehensive array of clinical treatment and recovery support options
(including faith-based programmatic options), and increase substance abuse treatment capacity.
Monitoring outcomes, tracking costs, and preventing waste, fraud and abuse to ensure accountability
and effectiveness in the use of Federal funds are also important elements of the ATR program.
Through the ATR grants, States, Territories, the District of Columbia, Tribes, and Tribal
Organizations (hereinafter collectively referred to as “States”) will have flexibility in
designing and implementing voucher programs, consistent with proven models, to meet the needs of clients in the State.
The initial Grant for the ATR program was awarded to 14 States and 1 Tribal Organization in FY 2005.
To date the three-year ATR program has shown that recovery support within the community is important;
that recovery can proceed even though relapse occurs. The previous ATR grantees have successfully
accomplished many results that will help incentivize people and reduce the social stigma and bias
often expressed by law enforcement personnel against those who are addicted.
On March 23, 2007 an initial announcement was made for potential Grantees to submit applications
for a second round of Access to Recovery Grant by June 7, 2007.
In response to this Grant announcement, SAMHSA through CSAT will conduct pre-application
Technical Assistance meetings in 2 Regions of the Country (April 30, 2007 in Rockville,
MD and May 2, 2007 in Phoenix, AZ). This will give potential applicants the option of discussing the
intent of the program, services that may be provided under this program, State administrative issues,
and other options that may be creatively used to expand service capacity through this program.
